Edwin A. Rommel III

Edwin A. Rommel III is the managing partner and one of the founders of Twilley, Rommel & Stephens, P.A. He was certified in 1974 and in 1999 became Accredited in Business Valuation. Ed is a graduate of Loyola College in Baltimore and is the father of four children.

For a ten year period, Ed was heavily involved with the Salisbury Area Chamber of Commerce, serving on the Board of Directors, moving through the chairs and assuming the position of President. During the same period, he was President of the St. Francis de Sales School Board.

In 2004/2005, Ed was the Chair of the Maryland Association of Certified Public Accountants, again after serving on the Board of Directors and holding the offices of Secretary/Treasurer and President Elect. Additionally, Ed has served on the AICPA's Council AICPA's Professional Executive Ethics Committee. He is currently the Chair of the MACPA's Ethics Committee and on the AICPA's Joint Trial Board. He is also serving on the board of Coastal Hospice.

Ed's areas of expertise include business valuation and tax and accounting issues for the construction/real estate industry and professional firms.

Robert L. Stephens, Jr.

Robert Stephens, Jr., CPA, CES, MS, leads the Firm's Tax Department. He joined the Firm in 1986 and has spent over 30 years in the industry. Bob earned his Bachelor's Degree in Accounting from Salisbury State University in 1984 and a Masters in Taxation in 1985 from the University of Baltimore.

His clients include real estate developers and investors, construction contractors, homebuilders, and professional and technical service firms. Bob specializes in tax research and planning, compliance, representation before federal and state tax authorities, and transactional analysis. He utilizes his outstanding technical background and years of experience to develop innovative and creative tax planning alternatives and solutions for clients.

In 2001, Bob started a 1031 exchange company called Delmarva 1031 Exchange Service, LLC which does 1031 and reverse exchanges for clients all over the country. Bob is a Certified Exchange Specialist, a designation that can be claimed by only a few hundred people around the country.

He is an active member of AICPA, MACPA, the Wicomico County Rotary, and the March of Dimes.

Cindy Bounds

Cindy Bounds leads the Professional Practice Division. A graduate of Salisbury University she started working for TR&S after receiving her Bachelors in Accounting. She has been with the firm for over thirty years ago, forging a bond with clients that has spanned generations.

As head of the Private Professional Practice Division Cindy becomes her clients' most trusted resource, taking on additional roles as needed. She often acts as a CFO, financial counselor, estate adviser, retirement planner, negotiates contracts, plans for business growth and more. Whatever financial advice or assistance a client needs- Cindy is there. It is the personalized and dedicated approach that has earned her the respect of her clients and peers. She is one of the only female partners at a Maryland CPA firm.

TR&S has seen continued expansion under her leadership. When asked what her favorite thing about TR&S is, Cindy said, “I love the clients and developing relationships that are generational. I am now working with the kids and grandkids of clients I met when I first started here. They call me for everything.”

Cindy is a proud mother of three adult children, two of which are currently in college. She is active in the community and passionate about her role as Chair of the Survivors Reception for Relay for Life and as the Treasurer of the Salisbury Wicomico Arts Council. “At TR&S, we are privileged to be a part of that. It is an organization where you truly get back more than you give.” Cindy welcomes the opportunity to meet with new clients and help them to achieve their financial and business goals.

Jennifer Willing

Jennifer P. Willing, CPA is the most recent addition to the partners at Twilley, Rommel & Stephens, P.A. She has more than 25 years of experience in both public and private practice, with 14 of those years at Twilley, Rommel & Stephens, P.A. Jennifer is a graduate of Loyola College in Baltimore and lives in Salisbury with her husband and 2 children.

She enjoys working with small businesses and individuals but is responsible for a broad range of client engagements and specialized projects. Her specialties include forensic accounting, small business tax planning and consulting and attestation engagements.

Jennifer is involved with the Salvation Army as the Chairman of the finance committee and with Wor-Wic Community College as a member of the Accounting Program Advisory Committee. She is also the chairman of the Relay for Life’s Accounting Committee. She is a member of the American Institute of Certified Public Accountants and the Maryland Association of Certified Public Accountants.
